:(Monday morning about 8:15 am. highway 253 North.A plane flew over headed Northeast at probably 2000 ft. Suddenly the engine shutdown. We thought the plane was having problems so we headed in the direction it was to see if it went down. We stopped at the Ga. and FL. line and listened and looked but nothing to be heard or seen. Suddenly I looked behind me and I saw a blue and white plan sail across the highway with engine off. Looked like about a half mile the engine started and it flew on toward the east. wonder what was dropped? Something took place that was to be hid.

Dobbie, there is a private air strip on the northeast section of Madison County on the river.

why would a plane shut off the engine and fkl close to the ground,probably a couple hundred feet over a field then restart the engine?

It's a training excercise. VFR pilots do this with a trainer. you can most likely find pilot logs to verify that is what happened that day.
It's a mid-air restart they have to know how to do incase the engine quits, or it actually happened and he restarted it.
